During Revolutionary War times, a man had to own property to be eligible to vote. Because property ownership is widespread among white men, somewhere between one-half and three-fourths of the white adult male population is entitled to vote. However, having the right to vote and actual voting are two different things. Voter turnout is actually very low since mass-based political parties did not yet exist.
