The Easiest
The trouble with young readers and Shakespeare is not theme, characters or dramatic mode: it is language. Begin with his Sonnets. If students can grasp the sonnet, then they have already the tools to analyze and decipher the plays. Romeo and Juliet, Caesar or Midsummer night's dream are good. Do not use Hamlet.
