These marks appear at 19.2" intervals and are known as 'black truss' markings. They are used to mark out equal length divisions for roofing materials (five trusses per standard 8 feet (2.4 m) length of building material). Of course, most tape measures are also marked in 16" intervals, the common center to center spacing for studs in walls as well as other construction situations.
