Just made this. It is the simplest vegan caramel recipe I could find, it's a snap to make, and it's fingerlicking delicious. This will be good as a dip for apples soon.

The simple answer is there is no system in place to detect toxins, viruses and chemicals in fish at the restaurant level. Some states require that all fish being served raw be frozen below a certain temperature for a certain amount of time to destroy parasites.
