As president of Venezuela, Hugo Chàvez controls the largest oil reserves outside the Middle East. He's a staunch critic of President Bush and U.S. foreign policy and has forged alliances with Fidel Castro and Iran. A career military officer, Chàvez first came to power in '98 and is an advocate of cooperation among the world's poor nations. His reforms have been both criticized and praised, at home and abroad. In May '06, he was named one of Time magazine's 100 most influential people.
