Leon Panetta is a fascinating choice to head up the CIA, mostly because he doesn't seem to have any of the usual qualifications you'd expect in a spy master.
He does, however, have exquisite political skills and a deep understanding of Congress.
He also has something else: sterling credentials as a budget negotiator. As fiscal policy expert Stan Collender pointed out to me:
I've known Leon for more than two decades. If you're looking for someone from outside the agency who is an honest broker, a great inside player, and as good at dealing with Congress as there is, Leon absolutely is the right person for the job.But Leon will add one more thing to the Obama administration: yet another very strong budget expert inside the cabinet room. While his primary responsibility will obviously be the CIA, we shouldn't discount the additional expertise he'll bring when he sets up shop again in D.C., or in this case Langley, VA.
I am sure Panetta will have his hands full keeping the country safe from terrorists, nuclear crazies, etc.
But Obama signaled today that he wants to add some kind of budget discipline process to the recovery package. All Obama would say is that it would cover the medium and longer term.
Maybe Panetta could send over a fiscal threat assessment to help the effort along?
