When President Obama signed the American Recovery and Reinvestment Act in February 2009, he made $787 billion available to help revive a U.S. economy in recession. More than $600 billion of that money has already been committed to tasks like stabilizing the banking system, helping troubled automakers, and preventing foreclosures.
