My 2 yr old toddler is very shy at daycare and is not so at home. We fear that he be might not be very social. We always see him playing by himself. Is this just a phase?

Children at this age do not really play together, they parallel play. You might read up on play in a good child care book to get an idea of what you should realisticly expect, but the bottom line is this: if your son is happy and seems content then you shouldn't worry. He will interact with people on his own terms when he is ready. Not everyone is outgoing, and quiet people are not necessarily defective or unhappy. Let him be himself, if you try to force him to do something, it might cause stress and real problems.
