First, by following one piece of legislation, the re-writing of the federal transportation law, you will see the competing political and economic forces shape this piece of legislation as it works its way from Subcommittee to the President's desk. Second, by hosting a series of Committee Leadership Forums you will have the opportunity to question the lawmakers about the work they are doing in their committee.

How a Bill Actually Becomes a Law For the first session of the 105th Congress (Jan.-Nov. 1997), we will be examining the role committees play in the legislative process by following one bill, the re-write of the federal transportation law, through the committee process from introduction to enactment. The current law, entitled the Intermodal Surface Transportation Efficiency Act (ISTEA - pronounced "Iced Tea"), will be an old style political fight for federal funds. The bill will allocate $150 billion over the next five years for a wide array of highways and other transit systems and everyone wants to be a part of the action. Even in the first hearing about how to re-write the law, there was talk of "Regional warfare." Reauthorizing ISTEA:
