Day three in our series of speeches on the campaign trail. Pat Buchanan addresses a rally in Waterloo, Iowa.

PAT BUCHANAN, Republican Presidential Candidate: I am pro-life. I'm going to keep this party pro-life in San Diego. We will pick a pro-life running mate. (applause) I'll tell you--(applause)--and I hope to be the President who names the Justices who overturn that abomination called Roe V. Wade! (applause) But there are other issues as well, and let me say this. There are nine people in this race--eight or nine--people in this race right now. Every single one of 'em would make a better President than Bill Clinton. No doubt about that. But I'll tell you, but we got to differentiate ourselves if we, if we want to win, and I've got to tell you where I win with these other candidates, I differ there very much with Steve Forbes on the right-to-life issue.

But there's another issue, and there are other issues where I disagree with all of them. And that's these issues like NAFTA and GATT and the surrender of American sovereignty--the world government--(applause)--not only the surrender of our sovereignty but the selling out of the interests of American working people, working men and women, for the benefit of the multinational corporations, to facilitate their departure from the United States, and the closing of factories here.

These are areas where I've spoken out, and some of my colleagues and rivals in the Republican Party disagree with me, but it's where I stand, and you know, even my critics in Washington will tell you, and there are still a few critics back there I found--some of them don't like me--but even the critics will tell you Pat Buchanan is a man that means what he says and says what he means. We don't like him; we don't agree with him; but he'll tell you the truth, he'll tell you where he stands, and I think that's what we need more of in this country. We need to be clear on where we stand. If you don't agree with us, fine. They need to know where we stand because there's been too much of this double talk, saying one thing and doing another. That's why people don't care about politics anymore; they're turned off by it. And so those are the things we will do, but there are others.

I'll tell you, I believe what this country needs most, if you can name one thing, is we've got to restore or move forward to the idea of a constitutional republic. I say, well, listen, why don't we take a look at the 10th Amendment, what does it say the states ought to do and what does it say the federal government ought to do? One of the things the federal government is supposed to do is defend the borders. What are we doing with an army halfway around the world defending the borders of Bosnia when we're not defending the borders of California, Texas, and New Mexico from an invasion that's taking place in this country? (applause) You know, you know, the Mexican people are hard working people; they're good people. I hold nothing against them. They've got a lousy government that's robbed them again and again, but America cannot continue to accept 1 million, 2 million, 3 million illegal immigrants into this country every single year. The problems are growing. Last year, we expelled 50,000. Two thirds of them were convicted criminals. In other words, they walked into the country, committed crimes against American citizens, got caught, and now we're throwing them out. We have got to get control of our borders. I mean, if we can send an army halfway around the world to defend the borders of Kuwait, why can't we defend the borders of the United States? I will do it. I will put a security fence on that border, along the 200 miles where they cross in the thousands on weekends, and that will stop it cold, that will stop the masses of illegal immigration cold. And why don't we do it? The Constitution obligates the President and Congress to defend the states from invasion. We've got immigration laws on the books. You know, I worked for President Richard Nixon and he said he did not faithfully execute the laws of the United States. Are we faithfully executing the immigration laws? They will not act; they are paralyzed back there because somebody's going to call them a name if they defend the borders of this country. And that's the problem back there, timidity and refusal to do their duty because they're afraid of what someone is going to say about them.

And let's keep, I mean, on this constitutional idea, what are we doing for the federal government in the area of primary and secondary education? You know, before George Bush left office, he gave a $2 million grant to a university in California. The university was to prepare guidelines for the writing of history textbooks for the teaching of small children all the way up through twelfth grade for the next twenty-five years. In other words, this was the core book. All the textbooks would be drawn from this core book. You go through those 600 pages, there was not a single mention of Paul Revere's ride. It wasn't even mentioned! Paul Revere is a hero! He's a subject of poets, of books, of stories! It didn't mention him. No mention of Robert E. Lee! No mention of Thomas Edison, the greatest inventor in history! I mean, his inventions are incredible. He's an authentic American genius! He's out. There's no mention of the Wright Brothers, the Americans who invented the airplane. Again, the era of flight and space, one of the great stories in human history, they're not mentioned, but they've got 17 mentions of the Ku Klux Klan! Why? What are they trying to do? They're trying to poison the minds of American children against the history and heritage of this country. That's what these elitists are doing in these universities that do those kinds of textbooks and guidelines, and that's coming right out of the Department of Education. That's why I tell you, you get my word, you elect me, within one year, no more Goals 2000, no more outcome-based education--(applause)--and no more U.S. Department of Education. Shut it down and give the money back to the states and to the people.

These are some of the other fronts in what I've called that cultural war for the soul of this country. And because that battle is about who we are, it's about the future of children. Frankly, it's about what the next generation is going to believe. This is the greatest country on earth for all of us, greatest country on earth, (applause) and we've got an obligation. (applause) She's been good to us, and we've got an obligation to defend her. And it's as simple as that. And that's what this campaign is about, and it's why I think we're igniting people who understand and care about more things. The budget process is important, but there are more things going on than simply the fight over the budget. There's a battle for the soul of this country, and we can't be AWOL, we can't be absent without leave in that battle.
