A HOUSE DIVIDED

		In a surprise vote, the House of Representatives deadlocked, 213 to 213, over a resolution supporting the airstrikes in Yugoslavia. The Senate had passed the resolution 57 to 41 the day before the bombing campaign began. The following is the full-text of the resolution:

106th CONGRESS 1st Session S. CON. RES. 21 Authorizing the President of the United States to conduct military air operations and missile strikes against the Federal Republic of Yugoslavia (Serbia and Montenegro). IN THE SENATE OF THE UNITED STATES March 23, 1999 Mr. BIDEN (for himself, Mr. WARNER, Mr. LEVIN, Mr. BYRD, Mr. MCCONNELL, Mr. HAGEL, Mr. STEVENS, Mr. LAUTENBERG, Mr. LIEBERMAN, and Mr. ROBB) submitted the following concurrent resolution; which was considered and agreed to CONCURRENT RESOLUTION Authorizing the President of the United States to conduct military air operations and missile strikes against the Federal Republic of Yugoslavia (Serbia and Montenegro). Resolved by the Senate (the House of Representatives concurring), That the President of the United States is authorized to conduct military air operations and missile strikes in cooperation with our NATO allies against the Federal Republic of Yugoslavia (Serbia and Montenegro).
