Shooting Brings Britain's Anti-terror Tactics Under Scrutiny
The Brazilian electrician shot and killed by British police in a London subway was reportedly being restrained by armed officers when he was gunned down on July 22. The shooting, which came a day after four attempted bombings at public transit locations, has brought British anti-terror operations and shoot-to-kill orders under intense scrutiny.

Britain Detains Foreign Radicals
The British government detained 10 foreigners Thursday and planned to deport them to their home countries under new anti-terrorism laws. A Palestinian cleric, who has been called al-Qaida's spiritual leader in Europe, was among those detained.

British police arrested nine men Thursday in connection with last week's attempted bomb attacks on London's transit system, bringing to 20 the number of people police have in custody, including one suspected bomber.
