Residential = 9 cents/kwh (National ranking: 16)

Commerical = 8 cents/kwh

Deregulation

Many state utilities have gradually begun making competition available to residential consumers. The state’s plan to deregulate covers all the traditional private utilities plus nine electric cooperatives. Arizona began phasing in competition in 1999 and by January 2001, most of the state had been deregulated. Those utilities that owned transmission facilities were ordered to create an independent, statewide system to administer the transmission of electricity. This is seen as a temporary step until a regional system for the southwest is formed.
