Deregulation

The state officially adopted its utility deregulation plan in April 1999. Like most deregulation proposals, the Arkansas bill provided for retail competition, the separation of power generation and transmission and the creation of independent transmission operators. Legislation signed into law early in 2001 delays the start of competition from January 2002 to October 2003. The state's Public Service Commission has the option to call for further delays.
