Deregulation

In January 2001, a consumer choice law went into effect in the city, moving the District from a traditional system to a deregulated one. The bill, adopted by the City Council in late 1999, includes a cap on rates that can be charged residents, a rate cut for those served in the city and set standards of conduct for companies hoping to generate or distribute power.
