Deregulation

In January 2001, a state commission on utility deregulation proposed a set of rules for wholesale electricity competition. The plan would phase in deregulation over six years and recommends utilities transfer their power plants to affiliated companies that produce power for the wholesale market. There utilities and other companies can buy power on a competitive basis. The proposal puts in place a three-year rate freeze and must now be considered by the state legislature. There is currently no plan to deregulate retail markets, although the same commission may recommend it later in the year.
