Deregulation

Illinois moved to deregulate its energy industry in 1997. In mid-1999, the state amended its deregulation law to smooth the transition to full deregulation by May 2002. The amendment allowed for a two percent increase in the rate cap, accelerated the scheduled residential rate cut to October 2001 and required expansion of certain transmission and generation facilities ahead of full competition.
