Deregulation

Maine passed a deregulation measure in 1997 and amended it in 1999. The new law allowed the state to begin retail competition on March 1, 2000 and established a variety of regulations. The amended rules include requirements that utilities divest themselves of generation facilities, limit utility affiliates selling power outside the utility's service area and fund the shutdown of nuclear plants through a service charge on transmission rates.
