Deregulation

Massachusetts has had retail electricity competition since March 1998. The law sought to strike a balance by ensuring a rate reduction and ensuring environmental safety while also allowing utilities to recover the costs of deregulating. Regulators have also issued new rules governing the relationship between utilities and their affiliated transmission companies to prevent unfair business practices. The voters of the state did consider a complete repeal of the deregulation system in November 1998 and soundly rejected it, voting three-to-one to continue competition.
