Deregulation

Missouri's power industry is not deregulated. Customers in a given area have access to one provider; utilities have exclusive rights to provide power in defined regions. The state legislature, however, has considered deregulation proposals every year since 1997. In 1998, a task force established by the Missouri Public Service Commission issued a report on the risks and benefits of deregulation in the state. A 1998 law allows electric utilities to participate in other state industry markets through an affiliate or contractor.
