Deregulation

Legislation signed in 1999 intended to phase in deregulation during 2002 in New Mexico. But new legislation passed in March 2001 delays choice of power supplier until 2007 for residential customers, and until 2008 for nonresidential customers. The 1999 law allows single ownership of generation, transmission and distribution facilities, but requires their separate operation.
