Rhode IslandElectricity RatesResidential = 12 cents/kwh (National ranking: 6) Commerical = 10 cents/kwh Industrial = 9 cents/kwh(National ranking: 4) kwh = kilowatt hour1st ranking = highest rate in catagory DeregulationRhode Island passed legislation in 1996 to deregulate its power industry and started implementation a year later. Utilities were required to transfer ownership of generation, transmission and distribution facilities into separate affiliates.
