Deregulation

Texas is currently instituting deregulation of its power industry. In 2002 most residents will be able to choose their electricity provider. Rates are frozen until 2002, when there will be a mandated six percent reduction for residential and small commercial consumers. The state's deregulation law passed in 1999 and calls for utilities to separate their generation, retail provider and delivery divisions. The law also includes provisions for power plant emissions reductions and an increase in renewable energy and natural gas generation. Electric cooperatives and city-owned electric companies are not required to open their markets to competition.
