Deregulation

Virginia is currently working out the details for implementing its deregulation plans. A 1999 restructuring law calls for phasing in consumer choice of power provider during 2002 and 2003. By January 1, 2004 all Virginia consumers will be able to choose their electricity provider. Rates will be capped until the transition is completed in July 2007.
