Residential = 5 cents/kwh (National ranking: 50)

Commerical = 5 cents/kwh

Deregulation

Washington state has not enacted any deregulation legislation, though in spring 2001 regulators allowed six large industrial customers to buy power from different utilities and each other. Over the past decade, retail electricity rates have been among the nation's lowest. Both public and investor-owned utilities provide a significant portion of Washington's power. The Utilities and Transportation Commission regulates the investor-owned utilities. A 1998 law permits net metering, which allows customers with renewable power generators such as solar panels to sell power back to the utility.
