California's 27th Congressional District

Schiff vs. RoganSCHIFF UNSEATS ROGAN
Democratic state Senator Adam Schiff upended two-term incumbent Republican Jim Rogan for the House seat from California's 27th District. With 94 percent of precincts reporting, Schiff led Rogan 52 to 44 percent.

Schiff and Rogan battled in a tight campaign that became the most expensive House race in history: the pair pulled in over $10 million combined. Rogan's role as a House manager in the 1999 impeachment trial of President Clinton prompted contributions for both candidates from well beyond the district's Los Angeles suburbs.

The key factor in Schiff's favor may have been the district's demographics. The Burbank/Glendale/Pasadena region used to be a conservative stronghold, but an influx of immigrants has made the area more Democratic. Both candidates also actively sought votes from the district's Armenian population -- the nation's largest.

Rogan won in 1996 and 1998 by just seven and five points respectively, and had followed the 24-year tenure of Republican Carlos Moorhead. (11/8)
