Democrat Chuck Robb appears to have lost his U.S. Senate seat to his Republican rival, former Virginia Gov. George Allen.

With 37 percent of the vote counted, Allen led Robb, 53 to 47 percent.

A popular governor, Allen kept up a lead of 2 to 3 percentage points through the campaign's final weekend. As governor, he established standardized tests to gauge student performance, abolished parole, and required able-bodied welfare recipients to work.

Robb, a two-term senator and former governor himself, survived a close race six years ago against Republican Oliver North. Robb's seat was widely considered the Democrats' most vulnerable this election season.
