The referendum is happening at a time of heightened political tension, with an ongoing purge of tens of thousands of government employees and concern that secularism is being threatened.     In our news wrap Wednesday, two Russian intelligence officers and two cyber hackers have been charged in a Yahoo data breach that compromised 500 million accounts.
