VIDEO SUMMARY:play NewsHour video
This video report examines talks between U.S. officials and the Iraqi government over “status-of-forces” — an agreement that would provide a legal basis for U.S. troops to stay in Iraq after December 31st, when the current United Nations mandate expires. A reporter following the negotiations describes the key points of contention: whether U.S. forces can conduct operations without the permission of the Iraqis; the extent to which U.S. forces and private contractors are subject to Iraqi law; and how many bases the U.S. can maintain in Iraq and for how long.

SELECTED QUOTES:
“What the Iraqis would also like is a situation where the Americans pull back to bases and they undertake the operations to police their own country. Of course, the issue is, are they capable yet?” -Trudy Rubin, Foreign Affairs Analyst for the Philadelphia Inquirer

“The main issue here is this is the Middle East. And long-running military presence of foreign forces brings back memories of colonial occupation, in the case of Iraq, the British.” -Trudy Rubin, Foreign Affairs Analyst for the Philadelphia Inquirer

WARM UP QUESTIONS:
When do you think U.S. troops will be out of Iraq? What conditions do you think are necessary to get out of Iraq? What have the presidential candidates said about pulling troops out of Iraq?

DISCUSSION QUESTIONS:
Do you think the United States and Iraq will come to an agreement? Do you think the U.S. should have to ask permission from the Iraqi government to conduct military operations? Should U.S. forces and contractors be subject to Iraqi law? Why or why not? What role do you think American military forces will be playing in Iraq next year? In 5 years? In 20 years?
