Work Not Welfare:
The Fond du Lac Experience

Fond du Lac County, located in a mostly-rural portion of Wisconsin southwest of Green Bay, is a test bed for a pilot version of the Wisconsin Works welfare reform program called Work not Welfare.

After two years, Fond du Lac County:

  • Reduced the number of families on welfare by over half to 339 families.
  • Reduced welfare payments from $384,000 to $118,000.
  • Spent $5.2 million on Aid to Families with Dependent Children, the nation's main welfare program, in 1995, as compared to $3.9 million in 1994. Welfare spending increased because Work not Welfare provides health insurance, child care, and sometimes jobs so recipients can fulfill work requirements.
  • Hired 19 more employees to administer the Work not Welfare program.
