Since April, Maj. Gen. Don Riley has served as second in command of the U.S. Army Corps of Engineers. He has been deeply involved in the Corps' ongoing reconstruction efforts of levees and floodwalls in the Gulf Coast region that were damaged by hurricanes Katrina and Rita in 2005. The native of Hayward, Calif., previously served as the Corps' director of civil works, acting as the country's primary planner, designer, builder and operator of flood control, navigation, environmental restoration and water resource projects.
