Hundreds of thousands of Iraqis have fled to neighboring Syria over the decades because of oppression under former leader Saddam Hussein or instability from the Iraq war. They are receiving help from groups such as the U.N. refugees agency, UNHCR, though at times still encountering problems in areas including education.
