Toni Williams warms up for her aerobics class at Wright Cuney Recreation Center. The center, which serves a largely minority community, re-opened in July 2010 after extensive hurricane-related repairs. Williams believes city officials need to do more to live up to their promises for healthier housing and recreation for Galveston's poor. "I just feel they've disappointed a lot of people," she said.
