Unfit for Occupation

The single-family apartments that made up Cedar Terrace -- one of Galveston's primary public housing projects -- was deemed unfit for human occupation after floodwaters rose to the first-story ceiling during Hurricane Ike in 2008. The entire area was fenced off before workers shoveled the muddy contents of the apartments onto the street and bulldozed the complex.
