Hailing a Car

To ease congestion, the city mandated that only cars with at least two passengers can use some of the main roads. The regulation has spawned a clever workaround: passengers for hire. Prospective passengers seeking to make the equivalent of a few dollars wave down a car and accompany the driver to his or her destination.
