An estimated 3,520 people have been killed by American drones since 2002. 457 of those killed were civilians.

The Council on Foreign Relations released an updated report on drone casualties Tuesday, averaging data from The Bureau of Investigative Journalism, New America Foundation and Long War Journal.

In October, Human Rights Watch issued a detailed report of six drone strikes in Yemen which killed civilians “in clear violation of the laws of war,” sparking a heated debate about the effectiveness and ethics of drone warfare. Gwen Ifill discussed the issue with retired Maj. Gen. Charles Dunlap and Mustafa Qadri of Amnesty International.
