WASHINGTON — A week shy of the fifth anniversary of the Deepwater Horizon oil spill, the Obama administration proposed new regulations Monday aimed at strengthening oversight of offshore oil drilling equipment and ensuring that out-of-control wells can be sealed in an emergency.

BP won 24 new oil tracts Wednesday after a 16-month ban from new federal contracts was lifted from the company.
In 2012, oil giant BP agreed to an uncapped financial settlement to cover tens of thousands of claims from businesses and properties affected by the 2010 Gulf Coast oil spill.
