In this reporter’s notebook, Woodruff discusses what local leaders told her about how they are working to lessen the impacts of climate change.

She reports that leaders of large cities and regions in Asia, Africa and North America are not waiting for their heads of state to act on the issue. Instead, they are making changes to public transportation systems and buildings to make them more energy-efficient and reduce their carbon output.

One of the major events of the summit was the announcement by U.S. EPA Administrator Lisa Jackson that her agency would seek to curb emissions from America’s biggest polluters: coal plants and other industrial facilities. Woodruff reports that summit attendees greeted the development warmly.
