Voter Turnout Seen as the Key to the Keystone State
Pennsylvania delegates at RNC As polls in Pennsylvania continue to show President Bush and his Democratic rival Sen. John Kerry of Massachusetts in a dead heat, the state's Democratic and Republican parties are working overtime to get out the vote.

For the Pennsylvania GOP, that means personal, grassroots efforts rather than large, splashy fundraisers.
