The Network for Serious Teens Acting Responsibly is a national organization currently being implemented in 10 states. STAR was created in 1984 by Veronica Primus-Thomas as a grassroots effort to stem the tide of youth entering the penal system and reduce the significant numbers of pregnant teenagers. It has been funded by the Save The Children Federation,Inc. and Denny's restaurants since 1994 and is operated from the campus of South Carolina State Uiversity's 1890 Extension Service.

STAR's Mission Statement: "STAR is a process through which youth can participate in creating for themselves a safe, structured, supportive and challenging environment that will encourage academic success, good health habits, community responsibility and prevent or reduce the incidence of teen pregnancy, substance abuse, violence and delinquency.

The mission is accomplished through the following goals:

Goal I: STAR members will exhibit a healthy level of self-esteem

Goal II: STAR members will take an active role in the preservation, development and rehabilitation of their community in order to support a high quality of life for all citizens.

Goal III: STAR members will take an active role in the preservation and development of a safer, cleaner and peaceful world that will promote unity and understanding among the diverse people of the world.

PRO-STAR counselors, college students and other young adults, are trained to mentor and organize youth groups around these goals. They meet with them as a club on a regular basis and the teens are expected to eventually provide the leadership and responsibility for their local affiliates.
