Moore discusses his reasons for making The Legacy, a film which covers the passing of California's "Three Strikes and You're Out" sentencing law and the two men whose children's murders initiated the campaign. He explains the role which media plays in general elections and polling, and how this media can skew the way voters perceive ballot questions.
