Social Security was once the "third rail" of American politics, and no
candidate dared touch it. But a booming economy and a soaring stock market have changed the debate. This year’s presidential campaign has seen proposals from both major candidates to shore up the Social Security
system’s finances. George W. Bush advocates allowing individuals to
invest a portion of their Social Security contributions in the stock market.
Al Gore would use general revenues to keep the system solvent while adding a separate subsidized retirement savings plan. How can we best guarantee benefits for the nation’s growing number of retirees? Can the stock market ensure Social Security’s future?
