Negotiations are underway between the City and HEB that could result in approval of construction of a downtown grocery store as early as next month. The city has offered a one million dollar grant to attract a grocery store downtown. HEB is asking for more. It wants a portion a Main Street just south of downtown closed so that it can unify its headquarter properties on both sides of the street.
