In the early 1930s, as the Depression rendered one in four Americans jobless, state governments raced to legalize betting on horse races, taking their cut in the form of taxes. As a result, Seabiscuit ran to fame in 1937 during a veritable racing renaissance.
In the economic downturn of 2002, states including Minnesota, Washington, Pennsylvania, Louisiana, New York, and Maryland turned to proposals for more gambling, including "racinos" -- slot machines at race tracks. Once again state revenues are being weighed against the "sin" of gambling.
