U.S. fails to back uprising against Saddam, outraging foreign policy hawks like Paul Wolfowitz. He starts drafting a new policy for dealing with Saddam and the rest of the world.
2. Containment Isn't Working
Saddam keeps thwarting U.N. inspections and sanctions. In an open letter to President Clinton, foreign policy hawks press for military action.
3. The Battle of Ideas
In the new Bush administration, both hawks and moderates get key positions. Then comes 9/11. The opposing camps start clashing over unfinished business in Iraq.

Summer 2002:  As preparations for an Iraq war drag on, the administration issues its National Security Strategy, laying out a muscular new American posture in the world.
6. The Moderates Fight Back
Powell, Scowcroft, and others in the moderates camp warn Bush against going it alone and Bush takes his case to the U.N.  But the march to war continues.
