My 2nd generation Great-Grandfather Dr. D C Goings , was a Wapoo Indian Faith Healer , listed as mulatto , with a full-blooded wife , he was doctoring from the age of 12 through the spirits . They took in some ex-slaves from the Randolph Plantaion in Virginia , one family had the surname of Artis. Many Free People of Color's racial classification were changed by Dr. Walter Asheby Plecker , the first United States Director of Vital Statisics . who headed the first miscenigenation program . It was labeled as "Pencil Genocide ."
