I like the idea, but how do the landowners, and adjacent landowners, or any other Pennsylvanian get compensated?

I live in Wyoming County, they want to build a toxic water treatment plant on the old Siltex site across from my home, this will be a 24\7 operation with open frac ponds, they want to dump into the Meshoppen Creek, and there is a wetland 1000 ft. from where they want to build. Area residents along with myself don't want it here. Any suggestions on how to stop this. Have talked to DEP that went no where, so did talking to local and state reps. Don't know where to turn, any help would be good. Thanks..
