That does not seem accurate? Most large transportation project exceed 12 months to build. Can you explain the requirements for obtaining stimulus money? Buses on the shoulder of the Thruway from Suffern to the TZ would let the buses move faster than the cars. The bus lane can be kept free of cars with the same style cameras that are used in congestion pricing schemes. Physical barriers are no longer necessary. Although, this money will fund great high-speed rail projects especially here in the San Francisco Bay Area, we need to push projects that would benefit automobile traffic on our congested highways, and I think HOT lanes are a great way to move congestion management projects faster since they could be implemented quite fast like a BRT project. The lanes are usually already there, it's just a matter of retrofitting for the use.
