United States Government Accountability Office (GAO) (5/15/07)
A report provided by the GAO to the House of Representatives in May 2007 estimates that "through February 2006, FEMA made about $600 million to $1.4 billion in improper and potentially fraudulent payments" and recommends continued Congressional oversight. Earlier GAO reports have been sharply critical of FEMA, including a March 2006 report criticizing the agency for not having sufficient staff monitoring trailer contracts and a September 2006 report admonishing FEMA for failing to have sufficient contracts for temporary housing and public buildings before Katrina struck.

Another post-Katrina scandal for FEMA?
The Center for Public Integrity (6/21/07) crunches the numbers with its own database, using data from Hurricane Katrina and Rita contract transaction lists posted on the General Service Administration's Federal Procurement Data System Web site (https://www.fpds.gov/) as of March 30, 2007. Conclusion: Katrina contracts worth $2.4 billion offer companies profit guarantees.
