The GOP
The big win for the Republican party came in the way of local races. Sure, the GOP gained 63 seats in the House of Representatives and six in the Senate but the long-term win was the nearly 700 state legislative seats now in the GOP. This means Republicans will have a big advantage when redistricting happens after reapportionment based on the 2010 census.
